On August 21, 2025, the Trump administration announced a pause on the issuance of work visas for foreign commercial truck drivers. The decision, shared by Secretary of State Marco Rubio via social media, aims to limit the number of foreign drivers operating large tractor-trailer trucks on U.S. roads.

Marco Rubio stated on X-Formerly Twitter, “Effective immediately we are pausing all issuance of worker visas for commercial truck drivers. The increasing number of foreign drivers operating large tractor-trailer trucks on U.S. roads is endangering American lives and undercutting the livelihoods of American truckers.”

According to the State Department, the pause applies to all nationalities and is not directed at any specific country.

  • It affects applicants under the H-2B, E-2, and EB-3 visa classifications, commonly used by foreign truckers seeking temporary or permanent employment in the U.S.
  • The administration cited public safety concerns and the economic impact on American truckers as key reasons for the pause.
